They did for the americas.. I could run mine anywhere from 1x100 to 16x200 (well, not really, I only went to 12x200).. I could choose any multiplier on my motherboard BIOS screen that I wanted.

What happens when you choose a different one? Try to go with 9x200 to keep the same cpu MHZ but speed up your FSB..

I remember I had mine at 10*230, it was great, lasted a while. Awsome chip! I used an abit nf7-s 2.0 mobo and 2.256 OCZ platinum ram. I still have the setup, gonna try and sell it soon...

Now I just got myself a 64 3000+ venice and am overclocking it to 2.66ghz...

Yeah, it could be the RAM not supporting DDR400 speeds, or maybe you have to loosen up the timings a little bit.. It could be the mobo not supporting the DDR400 speeds as well.. I know my bro has an AthlonXP 3200+ (which is supposed to run at 200mhz fsb) but only has it running at 166mhz fsb because his mobo doesn't support 200mhz fsb speeds..

I gave my setup to my father-in-law when I got my Athlon64 3200+ Venice, MSI K8N Neo2 Platinum, and OCZ EL Gold Dual Channel just under 2 months ago.
