GPU: Nvidia GTX275 896MB
M/B: ASUS P5Q SE PLUS
RAM: 4GB DDR2 1066MHz
PSU: Corsair TX750W
Default Question on fan speed at initial turnon

With my new computer up and about, I'm wondering how come everytime I turn the computer on (not restart but actual turn on from the push of the power button on the case), the fans would go to maximum speed for 2-3 sec before going back down to normal speed. After that, the computer will continue to boot. Is this normal or some kind of self diagnoise test?
Is this only the CPU fans or are the GPU fans affected from the turn on as well?

It takes a few seconds to read the fan settings from the BIOS (Motherboard and VGA). So they run in 100%, just in case.
