I would say to try and reinstall your OS one last time. If that doesn't work, take your motherboard back.

Update turned on a couple of settings in bios and away we go now see all 4 cores thanks for the input guys helped me to think

A couple of settings lol. Sounds like a couple of settings you shouldn't have changed in the first place. You could have just loaded optimized defaults then set anything that needed manual tuning.

Well, actually they were defualt settings and I read a forum thread somewhere else that suggested leaving them disabled for over-clocking. But I got her going now and that is the main thing, along with learning new things. This is not my first build, but it is my first over-clock. And what a learning experience it is.
