He was using E4600 and a fresh install of Windows fixed the problem. I don't think there is any other way to fix it, but when you do a major upgrade like that you reinstall your OS anyways.

I have have found the solution: I enabled hyper-threading technology and spread spectrum control and that cured the issue. Happily running my Q9300 2.5Ghz @ 3.19Gghz stable.
