That latency.exe measures the latency of the L1 and L2 CPU cache (not the RAM) nothing you can/want to change there.
As for the RAM the SPD and memory tab show you are running at one of the rated frequencies but the Trc appears to be off by one clock. You could fix that in the bios. With some experimenting followed by rigorous testing for errors with memtest you should be able to achieve lower latencies. Does your RAM have a decent heatspreader?

Here are the pics can i OC my CPU? and if i did would it make any difference in my computer speed at all really?

Yea i know but i dont have the money right now to do that so could i just OC my CPU at all its a good computer dont get me wrong but for gameng it is getting to be bad

About my mem's heatspreader,they are not state of the art,as have seen some on OCZ for example..
But they are Corsair XMS2,they look big..actually that's the first time I've got heatspreader on my mem..

So I think they could handle a little more heat..

But taht's about that bios setting your are talking about that I'm wondering most..
I never saw any kind of mem setting in there..
Just the amount of mem,the amount of free space on HD,the boot devise,the setting of the alarms,the time,the date..

What is the name of the thing I should be looking for?

And thanks a lot for your help..
I'll try to find some tuto on the net about that kind of stuff..
