I got 2 drives on 1 hardisk: D and C. i installed my windows on D. after i formated it trought the windows.(at the first time i installed my windows on C but since it didnt format i formated D trought windows and installed windows on it.)
Now i try to format C: trought windows and after it finishes formating it shows me an error: Windows was unable to complete the format.
I also tried to format trought Start->Run->command->format C: and it shows me the same error.

*I'm sure I'm not trying to format while running operating system/programs from C:.

best thing to do is to delete partitions
and to create new but when you create first partition automaticly instal windows on it
other partition you can create from windows

p.s.now with this instalation you have puted on your pc you cant format c disk becouse your boot files are on it and windows wonth let you format

You cant format C:, because windows XP generate its boot files in that driver, check out for files named like this in C: --> ntldr, IO.SYS, MSDOS.SYS, NTDETECT.COM, etc... (they are hidden, and hidden again with Hidden system files option in Folders Option menu). Just delete em selecting all folders you dont want.
