Microsoft has released a month ago the Windows Installer 3.0
Redistributable package for installing or upgrading Windows Installer.
The Windows Installer is an application installation and configuration service.
Windows Installer 3.0 Redistributable supports Windows 2000 with SP3 or later, Windows XP, Windows XP SP 1 and Windows Server 2003.
Windows XP SP2 contains Windows Installer 3.0 and therefore can't be installed or upgraded by this redistributable.

Download Windows Installer (3.0.3790.2538)

Well. there is an update here ...
Microsoft has just released the Windows Installer 3.1 Redistributable package.

Download 3.1.4000.1823 version

And again.. another update to
Windows Installer 3.1 Redistributable (v2) - Version: 3.1.4000.2435
