Default Windows Vista Random Text/Image Blinking Bug

For several months, I am experiencing some weird random text/image blinking bug on several computers running Windows Vista. It all begun since I disabled Aero due to its bloatness. So I googled around, but I couldn’t find any related information to this bug. I tried to submit report to Microsoft and asked people about it, but for some reason everyone treated me like I’m some kind of nutcase.



So today, I took my camera and recorded it to prove this bug is indeed for real. It appears randomly and the only way to get rid of it is to enable Aero. This issue appears on three systems here with Windows Vista SP1 and with Aero disabled. Can anyone notify Microsoft and tell them about it? Its really annoying.

I had the same problem on my Toshiba notebook with the standard ATi driver (based on 8.4) for its' HD3100, until i installed 8.9 much later that fixed the problem. Even though I leave Aero on, I sometimes take it off if I'm going to use the notebook for long periods of time on battery and noticed the problem. But now it's fixed.

I had the same problem here sometime ago, I solved it by messing with the windows appereance options here: (Yes its bugged all box appear to be unmarked due to the usage of "Adjust for the best performance", but I'm only using buttons styles and Clear Type)
I dont remember exactly what option was, but I hope it helps.

(I'm using windows server 2008)

It was the "Enable transparent glass" box which enables Aero, but I don't want to use Aero.
