As said in guru3D, " This download provides the DirectX 9.0c end-user multi-languaged redistributable that developers can include with their product." - what exactly it means, and what would be consumers benefits? I'm just a bit unsure, because of the next sentence:
" The DirectX 9.0c runtime cannot be uninstalled. We recommend Windows Me and Windows XP users create a "System Restore" point before installing."

Ok Amana "redistributable" it mean that its full pack of DX , you can put it on CD , and someone without net connection can install it , normaly when you only get smale file , and the rest is downloaded from microsoft site.
About the restore point , hehehe this is Microsoft right , they just making them self way to flee when some thing go bad.
To Zme-ul , hmmm i dunno what it fix , but if they put it on , so it must change something , right ?

But I always update the directX and it doesnt get worse!! That much i can promise !! But just dont expect some increase in performance, cuz i doubt it will give you any. But still, its worth youre time to do it!!
