It's from a polish movie called "Jak rozpętałem II Wojnę Światową" (How I started/provoked the start of World War II).
The Theme song is called "Róża Czerwona" (Red Rose)

I'm pretty sure it's not from a polish movie (although they may have reused it). The links you posted don't seem to display properly either unfortunately.

Yep, made a mistake here, but I'm nearly sure that it's from one of the polish comedies regarding World War, like one of the C.K. Dezerterzy - series (The Deserters)
or from Pułkownik Kwiatkowski (Colonel Kwiatkowski).
Will check it when I come back from work (now my internet surf is partially blocked and I'm unable to check).

Just googled it....the music was used in the film "The Bridge on the river Kwai" apparently among others
