NGO installing problems

hello all! im a big fan of counter strike 1.6(i dont play for fun but to work with my team, strategies and play LAN with other teams).

Ive noticed that ATI catalyst is growing and growing but 1.6 FPS result is going bad..

catalyst 8.3 ~ 30 fps in 3 enemy situation
catalyst 7.2 ~ 60 fps in 3 enemy situation

This machine doesnt look bad, now does it?

Ok, lets get to my little problem:

ive unistalled catalyst 7.2 from my computer, used DH cleaner pro(to be sure), and now ive installed NGO Ati optimized driver(1.7.3), it supports my X1200 like i already read because its based on 7.3 catalyst XD, ok anyway.. i install everything right from my ATINGO173.exe, it said display driver was installed sucessful and told me to do restart, so i did and i still havent any display driver installed, but only CCC what doesnt work..

any ideas fellas?

problem appears with 1.7.2 version also
