Default New to ATI, having NGO driver issues

Hello. I just got a VisionTek x1950 Pro AGP to replace a Geforce 6600GT and I'm having a few problems. I kinda expected to have some with what I've been reading but I figured the hassle is worth the extra gaming horsepower. Maybe you guys can help.

After trying the Omega drivers and not liking how it gave me errors during the installation, I uninstalled them and cleaned the drivers with the ATI tool. Then I tried the NGO drivers, latest version of course. They seemed to install fine and the color was better when my system loaded up after the reboot. However, before it was done loading I got a popup saying files could not be located. I pressed ok and tried to search around to see if that message actually prevented me from doing anything. Sure enough, when I tried to open the CCC I got almost the exact same error. Here are captures of the 2 messages:





I think I've dealt with a mscoree.dll problem in the past and all it required was finding the file online and putting it in a folder, but I'm not sure if I have to put it in all the folders or just one.

Another problem which I'd like to troubleshoot is kind of a weird one. I noticed it with the Omega drivers as well, so I'm wondering if it's a hardware issue rather than a driver one. Whenever I open a window that is a bright white, it immediately fades to a noticeably duller white. I'm not sure if it happens in other cases with backgrounds of different colors, but as my homepage is google, whenever I go from my standard blue background to google's blinding white page, I can immediately notice the difference. I don't remember it happening with my GeForce, but it might have. Also, it could just be my monitor as it's an aging Trinitron CRT, but if anyone has a valid explanation for it I'd appreciate it. So I tried to do some troubleshooting myself and here is where I got. I downloaded the mscoree.dll file and stuck it in the winnt/system32 folder (I'm using Win 2000 Pro BTW) and it gave me some message saying to mess with the registry that I didn't save unfortunately. Then I did windows update to make sure I had the .net framework installed, which I thought I did but apparently I was wrong. So I go that installed and rebooted, and it gave me this error:



And if I tried to get to the CCC, just like last time it gave the same error as during bootup except it replaced MOM with CLI. Not sure how to proceed.

Ok, did a google search for MOM.implementation and found a page with a solid method for dealing with the problem. Pretty simple actually, almost exactly what I did before but with an extra step or two, and with a bit of emphasis on which order actions should be taken. Here is the guide:

Now CCC comes up fine! Thanks for the drivers NGO.

And if anybody knows about the color fading issue I'm still curious about it.
