Default MSI RD480 Neo2 Problems

I've had an AMD Athlon64 3800+ just laying around the house for several months now, unused. A couple of days ago I got what appeared to be a brand new MSI RD480 Neo2 from eBay. The box was a little worn and had been opened but everything on the inside was there and appeared to be unused.

When I hooked everything up and tried to power it on, the LED indicators that it comes with held at the initial power stage. It didn't POST at all. What the motherboard manual says is that if it locks up like this, then the CPU is bad.

What do you think? Bad motherboard or bad CPU?

I would suspect the motherboard, I personally went through 3 of those boards. Check the CPU in another system to confirm it either way though.

It was actually the power supply... the CPU rail didn't support +12v. I went out and bought a new Antec PSU and it works just fine now. I also found out that I had to remove the PCI-E switch card as opposed to leaving it in like the manual says. That took a half hour to figure out.
