no its not but my neighbour has a Galaxy 8800GT with stock cooling. Its also quiet and pretty cool but not OC'ed so 8800GT series has very nice coolings.
My colling looks like this:

As You can see it has normal case 80mm cooler 23dB max + pipes. Never had a card with better cooling

sli = 680i sli and you will be able to oc ddr2 tell 1315

crossfire = x38 it support more cpu then 680i
