Default VERY odd FPS problem with CSS and new mobo

I recently assembled a new PC with an AMD64 3700+ and the new Asrock 939dual-sata2 mobo. My video card is a 9800pro and i am using v258 of the ngo drivers. When i play CSS the games runs BEAUTIFULLY for the most part with framerates over 100 at times. But when i enter certain areas on certain maps the game comes to a crashing halt and the polygons start tearing apart. Then when i leave the area its fine again. 2 areas in particular are the backyard area with the tree in cs_office and bombsite A on de_dust2. Could there be some kind of bus contention? Or maybe a bios setting is conflicting with a NGO setting? ANY HELP WOULD BE GREAT!!

yes...but that thought didn't occur to me........good suggeston. HOWEVER, i did find something interesting out. Everytime i go into the ATI tray tools i find that my god damn AGP slot is turned off under SMARTGART. No matter what i try it always resets to off which means my AGP slot is being clocked at PCI frequencies. How the FUCK do i turn off stupid SMARTGART?

I THOUGHT i installed the mobo drivers. My mobo is the new Asrock 939dual-sata2. I've heard that people were having problems with the Windows64 drivers preventing the Asrock drivers from using the AGP slot, but not for the WinXP which i use. A thought: If i install mobo drivers should they show up under add/remove programs? Cause i see my LAN driver there but not the AGP........hmm.....maybe the AGP drivers aren't installing correctly?
