when you say tearing what exactly do you mean? Turning v-sync on should get rid of it. I assume your using an LCD, is it new or had it a long time and never had this problem before?

V-Sync allso locks youre FrameRate to youre Refresh Rate.If you have youre Refresh Rate set on 85,youre FPS will not go bigger than 85.

You can allso try to clock youre card.
