80C during load with passive cooling is normal in most of the GPUs. If you would like to improve overclocking and reduce the temperature, you can either buy VGA cooler like Thermaltake DuOrb or just stick a fan on the passive heatsink.

Well,in my situation here,I had MSI x1950pro 256mb PCI-e,it was about 1 year ago or so..
I saw lots of artifacts on high temps, tried everything-dust clean, replaced cooler-still same artifacts, and it was on 70C+\-,as far as I remember. After some time, the card just gave me weird red artifacts on boot screen,I replaced that card for Sapphire x1950pro 512mb PCI-e,right now,my pc at not max load of stuff,i have 81C and no artifacts so far...even in games

Passive cards are not made to be stressed in any way. A cheap, and new, card with active cooling would probably a better option than buying a cooler for that low-end card.

Or you can get some cheap 80mm fan and stick it on it with cable ties.
