Default Counter strike on 9250 Radeon

Hello Everyone Glad To be part of these forums , helped me alot in the past and during my Cs Career.

Any who , recently , since i was living in the past, i got a new computer, its not that amazing but it does the job and very well for the most part.

Here are the specs:

Xp sp2 Pro

3.06 ghz proc intel Cel D

512 Mb DDr Ram

MS-7211 mobo

and last week i added this Radeon 9250 128 mb Agp Gfx Card

With that said , im not planning to run the most of resourceful or power consuming applications out there, but an Fps of a constant 80-100 would be nice.

The problem

i get fps of 100 when im just alone or have very few players around me , like one or 2. I dont Think i even lag when there is smoke Nades , the only problem seems to be when there around like 3+ models in my screen. When there are a couple players in my pov , my fps fluctuates and goes down to 60 , and if there are ALOT of players in my screen can even go down to 50. I Dont have a single problem with any thing texture , water , etc , just only the players models that are in my point of view seem to lag, im looking for a soultion where i dont have to use the ugly , cube headed low fps models.

Attemps

I have set everything on low from my Open Gl settings all to performance , from the mimap/textures etc. AA / AF is Off. I Used some of performance gaining configs and cmds , used gl_round_down "3", gl_cull 1 gl_picmip "2" etc , and googled countless times looking for a solution. i have tried the Ati ultimate cs Drivers , which i was surprised to find usless O_O , i tried a couple of omega drivers , and the NGO ones , i also tried OGSL , to switch my opengl driver to the one which is said to be best for cs , with no improvment. i tried the Gldrv Directory Trick with no performance gain. i tried running cs and closing explorer.exe and anything else i could , still no gain. atm i am using just the default drivers that came with the disk, since they work just as good as the tweaked ones i have used.

does any one have an idea what is causing this, i wouldn't consider cs 1.6 the most graphically demanding game out there, so i dont think its my gpu. and its not my pc. if anyone could help, i would very much appreciate it.

use vsync. the biggest problem is sharp fps dips, which cause stuttering.

suttering is not really the prob , i use a crt , get 100 hertz refresh on cs with the refrsh overrider. using vsyn doesnt help , the fps still drops big time
