Default issue with fps

Windows XP: Media Center Edition 2002 running Service Pack 2
Intel Pentium 4 2.6 Ghz
768 Ram
Nvidia GeForce 6800gt

ForceWare version 94.24 (tried other drivers too)

VSync off, AA and AF off (antialiasing and antistropic filtering or sommit), using the performance option for image quality

using -heapsize 512000 in launch options
freeram xp pro
low fps models (ballhead)
1150mb and 1200mb in the paging file for virtual memory
unticked everything in visual effects for the performance options except visual styles (using default windows xp) and common task folders
spybot search and destory with all current updates and immunitize on and adaware too did scans last night and all spyware removed
did online virus scan and got no viruses
done disk clean up and deleted recent system restore points too to free up space on comp
about 60 gig left reformatted about a month ago i think or maybe more
also defragged the other day

tried reg cleaner
fan on computer side of computer with case off (even tho temp is around 35-40)

using 640x480 in game with 32 bit (16 bit is even worse fps than 32)

oh and the problem is with cs 1.6, ive tried to use the commands in the thread that was made and they dont actually help

Check your CPU temps and AGP settings.

right my cpu temp is usually between 35C and 40C and my AGP settings would be in my BIOS right? should be set to 256mb?

This will likely NOT help your issue, but I would also kill that Free RAM process. Every time that I tried an app to 'free more RAM', etc, I've ended up getting rid of it. None of them helped, and everyone that Itried also had a post in their help forum saying that if the user got bad inferior gaming performance to close the app. Well, if we have to close it to get top performance, what do we need it for. Anyway, I hope that the app helps you and does what it says, but I'd definitely try gaming without it.

I had a problem with FPS once in Condition Zero and i fixed it with systerac XP tools. I did the problem checker which comes with the tools and it fixed up some of the problems i had on my computer. Maybe you can try it and see how it works for you. And check to see that your ram isnt being used up by an antivirus program of such.

you run CS 1.6 with Direct3D or OpenGL?
and that virtual memory can be a issue also, its to big.
let windows control it.
