Default GeForce 2

I ahve a GeForce 2 Go in my old laptop which also happens to be my only computer. Using the Nvidia control panel I see the core running at 144MHz. However when I use RivaTuner and HWNFO32 they both say anywhere from 12MHz to 21MHz. I was wondering what caused the discrepancy?

I'm not really trying to. There'd be little gain from such an old component. I'm trying to learn why something like this is happening.
