Default Blinking display on ATI HD 4200 (ASUS M4A785TD-V EVO)

I've got problem with my HD 4200.

Sometimes, when I work, monitor turns off, as no output signal in GPU.
(Apps works normally in background, I hear music and can do everything but on blind)
So I installed new catalyst 9.9 and now monitor doesn't turn off, but blinks about 3 seconds and I recive this message:

There's also problem with GPU-Z
It works very slowly, and gives that info:

I work @ XP x64

I use D-Sub, my monitor is Belinea 17' it's about 11 years old, but I think it isn't source of problem.
