really late but i found the problem
its nothing to do with my hardware, nor with my drivers!
its (one more time) a windows problem!
to go more into details, you need to disable any mouse enhancements in the os (at least here) otherwise it fu**s up the controls.

now all steam games are working fine after disabling some UNneeded mouse enhance features!

i did not moan about anyone, did i?
english isnt my mother tounge either!

he put up GITG, and i did not know what that means (probably cause i missed all ati ads - actually never saw one)
now its linked to a wiki (still do not know what he wants to tell me, as the thread is about unplayable steam apps and he tells to get in the game? - explain or leave it)

Funny, I've been in a situation where a hardware or software problem is present and some idiot starts the Nvidia VS ATI debate because he has no idea what he's talking about or how to fix the real problem, kinda like with the guy in this thread.

Wow such an old thread unsolved, I would like to contribute here.
Some things you can try:
1. Leave enabled showing ping (Why would you want more than 100 fps? I dont really understand just cap it to your monitor refresh rate)
2. Copy your TF2 config file to CS:S / HL2M folder
3. Ask in the steam foruns for an solution.
