This Intel board has onboard audio by Sigmatel. VERY bad selection IMO.

I've also disabled that and tried a C-Media-based Xtreme 7.1 PCI addin card AND I've tried an old SB LIVE! PCI card.

What is really strange is that the only area really affected by this is the great outdoors. Inside the cities and dwellings, things are fine.

If this is the case, why would it ONLY bog down the game in the outdoors and not elsewhere?

Maybe it's also bogging indoors too but the effect is far greater outdoors because generally oblivion has around half the fps outdoors than it does indoors and that the outdoors sound effects are calculated over longer distances and there's more of them. That's just a maybe.
