Well, I have the english version and that is the value that I have, so you would assume that should give you english

the language packs are self contained and have noting to do with that inf.

the version you have is coded for germany via its publisher in that region.

This why i told him that its impssible to aplly some path to make it english , coz he is probable one in the world with that problem so until he wont write the path him self ther will be no help.

I'm sorry, I forgot that you know everything.

I never claimed to Publish or make Oblivion, I was only trying to help. In most games it is possible to change the language with a simple change in the .ini or registry.

im pretty sure that will only work if it is the international copy of the game and not the german native copy...
