If you can't access it by IP, then ISP is the one to blame.

does it happen all the time or just the one time, it could have been a downed router somewhere in the path

Rege is correct but there are a couple of other things that may cause that too.

If your using a router make sure the ip range for the board hasn't been blocked or excluded for some reason in the router settings. Firewall exclusions can cause this too but I find it unlikely as the NGOHQ.com IP would have had to ping you in order to prompt a firewall program to block it in the first place ...

all those things do not apply to me, before I posted this I checked from my other PC who has different public IP (thus not involving my router)
and this happens since the ISP boosted my connection from 4mbps to 6mbps this is the only thing that bothers me

Your IP wouldn't make any difference if the IP range for the Forum has been blocked for some reason. If your not using a router and a different machine it has to be your ISP.

This public IP does it use the same connection or is it a separate account ? I don't understand that. If its on the same ISP service it doesn't matter what IP is assigned to it if your ISP has the board range blocked for some reason.

Shutdown everything: PCs, Router, Modem, anything related to your Network and Internet connection. Leave it off for 5 minutes and then start everything back up again.

Could be things just need to be recycled to refresh things.

I asked a few friends who are on the same ISP with different public IP's and get the same result

not 100% about ISP ... I think it's his carrier
as you saw in the trace, the path is not the same
